Summary of Position and Key Responsibilities
Manage works programs/schedules, budgets and quality of projects undertaken by CFD within NURP PoC Proof of Concept projects in Naryn town.
Main Duties and Responsibilities:
- Ensure the design is technically appropriate, acceptable, and cost-effective;
- Prepare and update detailed construction programmes;
- Define and tender the early site set-up works;
- Define the temporary utility requirements for each project and devise a utility strategy;
- Input into a procurement strategy where applicable;
- Prepare a detailed construction strategy along with the appointed contractor for review and approval;
- Prepare a permitting and approvals strategy and manage to completion;
- Achieve the project’s desired quality standards as defined by the project drawings and specifications and match the existing;
- Complete the defined budget;
- Ensure the desired EHS standards;
- To achieve smooth, well-coordinated and trouble-free construction for each project, ensuring the contractors coordinate with each other and other contractors on site;
- Liaise with Design Teams (Architects / Engineers/Quantity Surveyors) when required;
- Preparation of Plant Schedules / Programmes/labour resources;
- Verification and Countersigning of Material requisitions for each of the projects;
- Identifying and ensuring that an effective receiving and storage system for materials and plant is established and maintained;
- Chair and minute all progress meetings for the project;
- Hold a co-ordinated meeting for works packages when required;
- Managing all Quality Control processes, including the production of associated reports;
- Analyse the contractors’ mobilisation plans and ensure that they comply with UCA CFD relevant requirements;
- Analyse the contractors’ Site-specific Quality Assurance Plans and ensure that they comply with UCA CFD relevant requirements;
- Identifying and reporting potential risks associated with delay/cost/quality/claims situations and EHS associated with the project, reporting to the Associate CFD Director, and assisting in brainstorming solutions;
- Prepare EHS Risk Assessments, Method Statements, Permit to Work systems, and other associated reports and procedures;
- Ensuring that all site activities undertaken by employees and subcontractors are by company policy and procedures;
- Preparation of Material Schedules for the project;
- Ensure snagging and defect liability lists are complete for the projects managed by CFD;
- Prepare and present project reports on time for the review and guidance of UCA CFD management;
- Assist the cost manager in the prequalification of contractors:
- Assist the cost manager in analysing the full costing and tendering process;
- Providing advice on contractual claims;
- Value completed work and assist the cost manager in arranging payments;
- Assist with value engineering during tender and post-contract signing;
- Site visits, assessments, and projections for future work;
- Assist the cost manager in preparing tender documentation and contracts;
- Manage obtaining prices from local and international contractors, suppliers and service providers for works, materials, and services as required;
- Assist the Associate Director of CFD and Cost Manager in the tender negotiations on behalf of the University of Central Asia to obtain maximum value for money and mitigate project and contract risk;
- Review of final accounts;
- Reporting of cost estimates and forecasts;
- Assist in preparing project budgets;
- Other tasks relevant to this position's core responsibilities and duties, as assigned by the supervisor.
Required Qualifications and Experience:
- A construction engineer/architect / civil engineer/project manager with at least five years of relevant experience in design and/or construction;
- At least three years of working experience in a big-scale construction project;
- At least three years of working experience in the Construction Management Procurement route;
- Excellent in Russian and Kyrgyz language skills;
- Advanced knowledge of the English language;
- Excellent organizational and planning skills;
- Familiarity with the programming and scheduling of building projects;
- Relevant qualifications to suit the role.
